Why not just require the girls to wear burqas? Same basic idea: these men are not to be expected to exercise self-control and civil behavior when they view ‘uncovered’ women, so a visual barrier is apparently necessary.

Once it gets this bad there is only one way to reset the scales.

An intensive, well-organized series of community meetings, aimed at brainstorming about strategies for preventing AND modifying the offending behaviors (harassments) would be much more sensible and infinitiely more effective than begging and whining in the face of a typical babbling and evasive politician.

The community could arrange to have male counselors, psychologists, social workers and police officials address the refugees REGULARLY, even daily, to both reason with the offenders/harassers, and to also inform them of criminal punishments which will be employed if the offenses continue.

A temporary line-of-sight partition, such as a series of vertically-situated tarps, could be deployed to block the refugees’ view of the path used by the girls on their way to school.

Both government/public and private/charitable resources could be tapped for funding the relatively small costs of all such efforts.

The twitter post by Amy Mek speaks of rape. The video contains no statements by residents about rape. She was obviously exaggerating/falsifying her description of the video’s content. I don’t believe there can be any doubt that if rape were occurring, there would be arrests and prosecutions.

    There. My 2¢ done.
